Ministry of Railways Invites Bids for 1.75 MW Rooftop Solar Projects

The Ministry of Railways has invited bids to supply a cumulative capacity of 1.75 MW of solar on-grid projects on rooftops and shed tops in various locations under the Angul Railway Station (ANGL) section of Khurda Road Division, Odisha.

The last date for the submission of bids is August 16, 2024.

The scope of the work includes designing, manufacturing, and supplying solar photovoltaic projects without battery backup, including all associated works and installation, testing, and commissioning on the station platform rooftops and shed tops.

The advertised value of the tender is ₹91.8 million (~$1.09 million).

Bidders must submit an earnest money deposit of ₹609,100 (~$7,274).

The projects must be completed in six months.

Bidders should also provide single crystalline silicon solar cell connected in series (PV module), solar grid-connected string inverter with a data logger, aluminum solar PV module mounting structure, array junction box, inverter interfacing panel, and fire-resistant DC and AC cables.

Bidders must have a minimum average annual contractual turnover of ‘V/N’ or ‘V’, whichever is less, where V = Advertised value of the tender in crores of rupees and N = Number of years prescribed for completion of work.

The average annual contractual turnover will be calculated as an average of “total contractual payments” in the previous three financial years, as per the audited balance sheet.

Bidders must have completed or substantially completed similar works during the last seven years:

– Three similar works, each costing not less than 30% of the advertised value of the tender, or

– Two similar works, each costing not less than 40% of the advertised value of the tender, or

– One similar work costing not less than 60% of the advertised value of the tender.

Similar nature of work here means the supply, erection, testing, and commissioning of solar rooftop plant, off-grid/on-grid with or without battery backup for general purpose use or for street light use in different locations.

The Samastipur division of East Central Railway in Bihar recently invited bids to install 10 MW of ground-mounted solar projects on a design, build, finance, operate, and transfer basis.
